Our History

Established in 2000, Las Vegas-based Paragon Gaming is an internationally recognized developer and operator of world-class gaming destinations. With an executive team led by second-generation members from one of Nevada’s most prominent gaming families, Paragon has amassed a portfolio that includes Parq Vancouver in British Columbia, the Hard Rock Hotel and Casino Lake Tahoe, and Westgate Las Vegas Resort and Casino.

Paragon’s gaming roots reach back to the early 1970s, when industry titan William Bennett purchased the Circus Circus Las Vegas and later co-founded Circus Circus Enterprises. Paragon’s founders, Chairman Diana L. Bennett and Chief Executive Officer Scott Menke, began their careers at the Flamingo Las Vegas and Circus Circus, respectively, before joining Bennett’s executive team and overseeing the completion of the Excalibur Hotel and Casino and Luxor Las Vegas. In the 1990s, Ms. Bennett and Mr. Menke served as key members of Mr. Bennett’s team for the positive transition and the redevelopment of the Sahara Hotel and Casino.

Initially partnering with Native American Tribes in the western United States, Paragon achieved further success in western Canada while simultaneously expanding its footprint on the Las Vegas Strip. River Cree Resort and Casino, which Paragon opened in 2006 in Edmonton, Alberta, became the most profitable casino in the province. Following a successful eight-year run, Paragon sold its interest in the property to turn its focus on development of Parq Vancouver. In 2013, the company orchestrated a turnaround strategy to restore the Riviera Hotel-Casino to profitability in the two years before it was sold to the Las Vegas Convention and Visitors Authority. In 2015, Paragon assumed a management role of the Hooters Casino Hotel in Las Vegas.

Paragon Gaming’s Edgewater Casino – acquired in 2006 – remained in operation until transitioning its facilities and personnel to the nearby Parq Vancouver. An international hospitality, gaming, and entertainment destination, Parq Vancouver opened in Fall 2017 following more than a decade of planning and development. The property, located in the city’s vibrant downtown entertainment district, includes two first-to-market hotels, the luxury JW Marriott Parq Vancouver and the DOUGLAS, an Autograph Collection Hotel, as well as two levels of gaming, eight restaurant and lounge concepts, Canada’s first Spa by JW, more than 60,000 square feet of meeting and event space, and a sixth-floor outdoor park for

all seasons.
